Hypothetical issue on case 9 - pypower-dynamics

While viewing the case 9 (network data) used 

My question:

1- Is it an error or is it normal ?

Other questions:

2- How to add/retrieve a dispatchable load?

3- Which signal can be used for monitoring the frequency f of the network?

4- To simulate an IEEE turbine or AVR model, is there another way to model it in pypower-dynamics using blocks?
