I had the same problem, and the I got it fixed was

1-Install Visual C++ (the Express version - free)

2- In the Command Prompt run the following:

"If you have Visual Studio 2010 installed, execute

SET VS90COMNTOOLS=%VS100COMNTOOLS%

or with Visual Studio 2012 installed

SET VS90COMNTOOLS=%VS110COMNTOOLS%"
