I had the same problem, and the I got it fixed was

1-Install Visual C++ (the Express version - free)

2- In the Command Prompt run the following:

"If you have Visual Studio 2010 installed, execute

SET VS90COMNTOOLS=%VS100COMNTOOLS%

or with Visual Studio 2012 installed

SET VS90COMNTOOLS=%VS110COMNTOOLS%"

I installed Python 2.7, Cooper but when I install GLPK using “with_vc10” it
appear this error
 
“C:\Users\a\Down loads\New folder\glpk-4.52\w64>call “C:\Program Files
(x86)\Microsoft Visual Studio 10.0\VC”\vcvarsall.bat x64
 
The specified configuration type is missing. The tools for the
configuration might not be installed.”
 
Somebody has any idea what is wrong
