I have made a GitHub pull request from the v4 branch here: #160

In this branch, text handling has been rewritten from scratch and always uses a Python codec. Please try it if you can and leave comments on the #160 pull request.

Documentation is in the /docs directory - I can't publish them yet without replacing the 3.x line which I'm not ready to do yet.
