Understanding Factor Potentials

Sorry to cross post, but I have posed a question on Cross Validated and have not received a satisfying answer.  If anyone here has the time to check it out, I would appreciate it.  It's concerning how factor potentials work:

The goal is to find to find the logic error in the code.  It runs, but I've misunderstood something about how it should work...
