I'm not sure whether Access provides a method to connect to
external SQL data sources. For another option, FileMaker Pro
can connect to external SQL data sources, what they call ESS.

FMP provides a very nice desktop UI. I have several clients who
use FMP, creating layouts, scripts, doing field validation,
running queries, generating reports, and lots more, just like
Access provides.
Then for the SQL datasource, just serve as you normally would.
Thus my clients get the best of both worlds: a familiar desktop
GUI they can control, and the world can interact with the same
data through a web interface.
