That was the old Pylons wiki under Confluence. I don't know if it's
still supported. That wiki contained no Pyramid information, and a lot
of the Pylons information in it was out of date. pylonshq.com itself
now redirects to pylonsproject.org, so the server it was running on
may have been retired.
If you're building a new site, it's recommended to use Pyramid, which
is the successor to Pylons 1. The only reasons to use Pylons 1 now are
if you're maintaining an existing site, or if you really prefer it
over Pyramid.
The Pylons Project is now using the Github wiki system
(https://github.com/Pylons).
The Pyramid subproject has a wiki but it currently contains nothing of
interest to non-developers. The Pylons subproject (for Pylons 1) has
no wiki.
