Looks like you didn't read the question at all. They didn't want the link to what google takes you to as the first result. They wanted the offline not microsoft store .exe or .msi file so you don't have to use microsoft store to download and install icloud.
iCloud for windows has been updated...Not only is it compatible with Advanced Data Protections, there is now the ability to change where "Icloud Drive" files are stored. Sadly you still have to use Symbolic Links for the iCloud Photos folder.

None of these worked for me, but what did was uninstalling icloud, rebooting the computer, then downloading the version from Microsoft store. It worked like a champ. This happened to me when I upgraded to Microsoft 365...
