bootloader compile error and MSYS2 install error

I get the following error when I try to compile the bootloader for PyInstaller

and when I try to install PyInstaller on MSYS2 I get the following error:

ModuleNotFoundError: No module named 'setuptools'

but I know for a fact that setuptools is installed:

$ pip install setuptools
Requirement already satisfied: setuptools in /usr/lib/python3.7/site-packages (41.6.0)

What should I do? I know that it is possible to install PyInstaller on MSYS2 but I keep getting these errors.
