utf-8 encoding error, the .EXE file i created does not run

Hi, I use python 3.8.0 and I package with the latest version of pyinstaller.

But my .exe file is not running, it gives an error ' utf-8 encoding', it asks to specify the file encoding...

Does anybody knows how to solve this problem ???
