Preview of v3.0 ready for testing

Hi,

thanks to Regis Behmo, much of the exciting Features planned for v3.0
are now committed. The Setup process and configuration has been
dramatically simplified. dicts are now stored in the user's Standard
data dir, dicts are downloaded lazily when instantiating a Hyphenator
with a language for which there is no local dict yet.

I am thrilled about all this and encourage everyone to give it a try
and Report any Bugs. You can download a snapshot at
