PyHyphen 3.0.0 released

Hi,


I have just released PyHyphen 3.0.0. This is a major feature release.
Much of the code has been rewritten. wheels are available for all
Windows platforms. Setup should be faster and stabler by orders of
magnitude. Dictionaries are installed lazily, i.e. when instantiating a
Hyphenator. All users are encouraged to upgrade.


Install it with pip.
