Looking for contract web app creator

I've been approached by a company that is looking to fund a project to
build a website. I'm looking for a partner to help build this site
and maintain it. The plan is nebulous at this point, but here are
some details:

- The site will hold software packages that J2ME developers can use.
So we need accounts and a code repository db (think PyPI, CPAN or
Sourceforge; with the scale on par with PyPI).
- I need to create a proposal this week and start work soon in order
to get a first-pass working by the end of May.
- I will be involved with the design, development and kickoff of this
site, but will handoff maintenance to you. Why would you want that?
If you can make profit from this site, such as through ad revenue,
it's yours. So it is an opportunity to build-your-own-business.
- Early design and development will be face-to-face at my house in
Southwest Houston. Later coding and maintenance would be work-from-
home.
- Java and J2ME experience is a plus because one item is to make an
Eclipse plug-in to search for libraries in the site's db and download
them into the Eclipse project.
