pyhf v0.5.4 released

Dear pyhf users,

pyhf v0.5.4 is out now on PyPI and Conda forge! This release is truly a patch release in that it is the exact same release as v0.5.3 with the exception that the xmlio extra now requires uproot3 for stability of the v0.5.X release series into the future. Please see the v0.5.4 release notes for more details.

Development work on v0.6.0 continues uninterrupted and we hope to have it out for people to use soon. If you have any questions please don't hesitate to contact us through the recommended channels.
