New Community Tutorial for the Docs

Hi,

I recently built a pandas workshop for the Open Data Science Conference (ODSC) in Europe, and it's publicly available on GitHub here. It features real-world datasets, making it easier for beginners to understand, detailed setup instructions (and binder environment), and also includes exercises for practicing. The target audience is people new to pandas, so this would surely make a great addition to the Community tutorials page.

I'm happy to provide any additional information and/or make a PR.
