New release 0.9.9

Hi,

A new release of pyCloudy is available on pipy.

The main changes have been for update the part of the library responsible for the creation of 3MdB, especially to take into account Cloudy 17. Some small bugs have been corrected. The details of the commits between the last release (0.9.7... yes, I know, I forget to release the 0.9.8 ;-))) ) can be seen here:
