What library do I have to install on google colab in other to use

It looks like that function comes from a separate repository, outside of Py-ART.

Ryan must have written his own toolkit to read in the data, and return a Py-ART radar object. You are welcome to Ryan to ask specific questions about that tool.

You could consider cloning that repository, and using the example notebook he used there.
