how install neurolab

Hello

I am newbie in NeurLab but I want to use it because I have an idea to apply neural networks in prediction of hydrological series. 

Well, checking the website, I can not find how to install it. Please could you give me the direct link or the procedure to install it? I tried with this https://pypi.python.org/pypi/neurolab and I unzipped the file but when I click on SETUP but I get nothing
