Windows 22 server deployment, Application Path not specified 5083 Error

I have followed the documentation, and read through a number of conversations, But i have been unable to solve my issue.

I continue to get the 5083 error and am unsure if i have taken the correct steps prior to getting to this point.

It looks like your setting environment variables for the administrator user, and using the tomcat windows service.   Services in windows don't inherit environment variables from users.  You need to set the environment variable specifically for the service.  It's been awhile since I've run the windows service you'll have to check the tomcat docs for how to do this.
