See the instructions inside the PwmConfiguration.xml file.  Particularly about setting "configIsEditable" to true.

We have an issue with our instance where our ldap cert seems to have expired, we are attemtping to replace it however since the instance can't authenticate admins via LDAP is there another way to access the admin configs. I attempted to look at the xml but it appears to be encrypted.
