Dear pvlib community,

The maintainers are pleased to announce the v0.11.0 release of pvlib python.  This release is the product of contributions from 16 people, including three participants in the Google Summer of Code program!

v0.11.0 Highlights:
* Two new spectral correction factor models
* A water albedo model for floating PV applications
* Functions to calculate shaded fraction and electrical loss due to row-to-row shading
* A simple transformer efficiency model
