Dear pvlib community,

The maintainers are pleased to announce the v0.13.1 release of pvlib python.  This release is the product of contributions from 17 community members!

v0.13.1 Highlights:
* New pvlib.iotools functions for the Meteonorm and NASA POWER datasets
* Option to use the latest efficiency coefficients in the Huld PV model
* Improvements to the documentation, including a new page on spectral effects

Thanks for the update. About the spectral effects - I had a question about the First Solar model. Does the spectral mismatch factor apply to GHI or tilted irradiance? I guess in the original paper it was calculated for tilted irradiance, right?

It could be applied to either, if you think of GHI as POA at a tilt of 0.

Mismatch factor models are usually developed by comparing measured POA broadband irradiance to measured module current. The First Solar model was validated with data from PV arrays. I don't have a copy of the paper handy, but I think it safe to assume the equation was fit to similar data.
