Do I have enough days

Here is the puzzle

I have 181 people to train in 56 working days (8hrs). I have 21
modules each takes 1 day to complete. My end date to complete the
training is 20th January 2006 at three locations and I canot have more
than 8 people per session, what is my start date for the training?

alternatively if I can only start the training on 14th November when
will I finish
