Interpretation of TTS statutes

Dear All,

I would like to point out different interpretations of the Track Track Statutes approved by the HEC and the Chancellors/governors of different provinces. For example, UAF administrators do not consider one annual increment as a routine annual increase keeping in view the inflation and cost of living adjustment and everybody needs to submit an assessment report to gauge the performance of the faculty and then allowing an annual increment. Whereas, TTS statutes indicate that one annual increment is a routine annual increase to be paid by the HEC and performance based increment or incentive is in addition to the routine annual increase and has to be paid by the respective university. Secondly, what about earned leaves ? I am a tenured professor and wish to have leave on private affairs to visit Canada and USA. I think this should be on full pay as I am drawing as a tenured professor. What is practice in other universities regarding award of annual increments and grant of leave in other universities ?? I will appreciate if HEC can also deliberate on the above issues.

As per the current situation, the assistant professors directly recruited on TTS have to go for post doc on EOL (Extra ordinary leave) which will not be counted for the probation period. The TTS statutes allows one year leave during the tenure track period of six years. 
If all universities of Pakistan having tenure track system can pay annual increment then why not the Pakistan's top ranked university? Faculty working here six days a week as compared to other universities
