ANN: pure-octave 0.12, pure-gen 0.22

Recently, Octave 5.x broke mkoctfile (a bunch of linker options went missing that were always added automatically previously), so I fixed that in https://github.com/agraef/pure-lang/commit/1a660149 and released pure-octave 0.12 afterwards.

There's also a new release of pure-gen-0.22, but that just packaged up what's already been in git for a long while, so that the tarball compiles cleanly on Arch.

As usual, you can find both of these at https://github.com/agraef/pure-lang/releases.
