Hydropower team:

Just wanted to commend the hydropower team for the great work and presentation today. A few observations which I have pointed out to the respective section leaders:

 

For the social and impact assessment that involves human subject, we need to pursue IRB approval ASAP. Without this, I’m afraid we’d not be able to pursue this aspect of the project in Cameroon. Recollect that the EPA program director flagged this when I reported that we were going to conduct a social impact study and she found out we hadn’t any IRB approval. So please pursue this as a matter of priority.

 

Also, there is a lot of data from previous teams, especially the last two years that would help guide Larissa B. and others refine and focus their study. Patrick please provide this input and also Larissa could follow up with me.

 

On the electrical side, see to it that you use the electrical power convention in Cameroon, 220V at 50 Hz. Check this and other similar items.

Yes, I agree on the IRB comments. Ishra and Larisa: Perhaps we should replace your final SIA assignment with the draft IRB proposal. That way we won't waste any time in submitting it before we travel in July. Let's discuss specifics this week. I will provide you with the social surveys from 2012, per Dr. Ileleji's request, but bear in mind that those surveys were taken without IRB approval, so (to my knowledge) none of that information can be used in reporting. I will also speak to Vincent about the French PhD student's dissertation re: social impact assessment.

Dr. Ileleji: with regards to the electro-mechanical and power distribution, Vincent reported a standard frequency of 50-60 Hz in a February 7 conference call. Do you think this is correct, or should we only consider 50 Hz? Likewise, the team is currently accounting for the 220V standard power convention, as was reported in the design review. Was there a statement made in the design review that was contrary to these figures? Please let me know if you found an error and I will ensure that this is corrected for the final report.

Dear Dr.Ileleji,

Thank you for your comments and great feedback to the electro-mechanical team. The solution we decided to pursue for the control system, compare an input signal,from the flow meter sensor, with the critical flow rate values obtained from the flat efficiency curve. Therefore, the value of the utility frequency in Cameroon won't affect the proposed control system.

Patrick and Co:
I'll look into the last email I received on the IRB so you have somewhere to start from. You're right that the data collected without IRB approval can't be used in any publication. However, it would help Larisa and her team focus on areas unknown. Nevertheless, I think they have a great overall framework and background data should guide what needs to be done within the limited amount of time.

As for the power system, its either 50 or 60 Hz and not 50 to 60Hz. My recollection working with Momani and at the hotel in Douala is it was 220V and 50 Hz. 
Yousef and team: Please check to confirm what I'be said before proceeding.
