I have a family member that may have been a black market adoption in Tennessee in the 1930's. Her birth name is Florence C. Persell. The state of Tennessee has denied my claim to try and obtain adoption records as I am apparently considered a "non-qualifying applicant". Even WITH listing Florence's Great Nephew's in the application form. But they also alluded to the fact that she may have been a black market adoption. Anyone else have this problem?
