Making java_ks refreshable

I recently modified java_ks internally to my company to make it refreshable. I would like to add this into the upstream java_ks module. I believe that it would help with this issue and also make it possible to refresh specific keystores: MODULES-1997.
Is there anything else ya'll would want or need before I create a pull request or do you know if anyone might already be working on it?
