Puppet Master - agent install - no internet

I currently have enterprise puppet on a RHEL server.
The agent install element of the master install fails (as do subsequent runs of the agent) with

curl -f -L -o puppet-enterprise-3.2.1-el-5-x86_64-agent.tar.gz https://pm.puppetlabs.com/puppet-enterprise/3.2.1/puppet-enterprise-3.2.1-el-5-x86_64-agent.tar.gz returned 7 instead of one of [0]

Perfectly understandable as this erver is prohibited from internet connection.

So I turned to google, which pointed me to http://docs.puppetlabs.com/pe/latest/install_basic.html

Right at the bottom in option 3 it says "using the console to set the base_path parameter of the pe_repo class to an accessible server containing the tarball."

If anyone could guide me in the syntax of this parameter it would be appreciated. I have tried a number of combinations and I am loosing the will :0)
