puppet stdlib functions difference github vs forge

So I am looking at https://github.com/puppetlabs/puppetlabs-stdlib which states module version is 4.1.0 and it has a bunch of new functions that do not exist in the forge version of the module version 4.1.0, like:

#      stdlib/lib/puppet/parser/functions/deep_merge.rb
# stdlib/lib/puppet/parser/functions/base64.rb
# stdlib/lib/puppet/parser/functions/delete_undef_values.rb
# stdlib/lib/puppet/parser/functions/delete_values.rb
# stdlib/lib/puppet/parser/functions/difference.rb
# stdlib/lib/puppet/parser/functions/intersection.rb
# stdlib/lib/puppet/parser/functions/is_bool.rb
# stdlib/lib/puppet/parser/functions/pick_default.rb
# stdlib/lib/puppet/parser/functions/union.rb
# stdlib/lib/puppet/parser/functions/validate_ipv4_address.rb
# stdlib/lib/puppet/parser/functions/validate_ipv6_address.rb

Using this module from a github repo is not straightforward either due to metadata.json content or rather lack some of it.
Am I right this is something to 'fix' or wrong? Comments? Ideas?

You are looking at master and should be looking at the appropriate tag.
