puppet modules export?

I get two puppetserver:
A) Puppetserver: this is the old (I have got modules)
B) Puppetserver: this is the new (I haven't got modules)

I coppy the enviroments, moduls etc... But the agent nothing changed (catalog always finished).
What shell I do?

OS: Ubuntu
