Upgrading puppet on servers with NOOP

Trying to upgrade puppet on services with NOOP. Do not want to disable NOOP, but want puppet to continue gathering FACTS about the server. How can I do this without turning off NOOP.

Puppet bolt might be what you're after if there's a privileged key trust in place..
