can the puppet client version be older than the server's?

If I upgrade my puppet server to a new version, do I have to upgrade all the client to the same version?

it depends on what version you were on, and which you upgraded to. the master and agent versions don't necessarily have to match, as long as the agent is not a more recent version than your master.
