Puppet Agent locking with report=true in puppet.conf

Hello,

I am seeing the issue where puppet agent becomes non-responsive and says it is already running when trying to do a puppet kick and there is a lock file in /var/lib/puppet/state.  I have seen other posts about this and the fix seemed to be a  kernel update.  I am running on RHEL6.2 so I do not have any kernel updates to apply since it is at the latest.  My puppet server and agent version is 2.7.13 release 1 and puppet-dashboard version is 1.2.7.

Has anyone else come across this issue recently?
