Puppet to manage remote Ubuntu Servers

Hi, I am a noob, apologies up front.

We are trying to manage Ubuntu Servers (18.04.2) residing at customer locations all over the US. The servers are sitting behind nat'd consumer grade or low business grade internet solutions, ie. AT&T DSL and Cable (Spectrum owns it all now, right?) .

The servers will need to initiate a connection to our cloud platform. I thought we could use some sort of IoT tools that already exist for GCP but all I can see that seems relevant is Mender but that doesn't seem to support Ubuntu Server...Calgone take me away!
