Apache module portage unknown resource type

The apache module gives me an error on this line :

    'gentoo': {

      ::portage::makeconf { 'apache2_mpms':

        content => 'event',

      }

Unknown resource type: '::portage::makeconf'

I saw something in the issue tracker about ignoring cross references and setting it in the gui but I can't find any such setting.
