Hi all, after a long drought of round-tuits I polished off the Armature process and tried to simplify and streamline it. The discussion around HI-14 prompted this because of the salient questions John Bollinger raised about process.

(For those lacking content, ARM (Armatures) are an RFC-type process for getting early feedback and design iteration on proposed changes to Puppet's ecosystem.)
