Facter 4 release update

Facter 4 release is postponed until the 18th of March. The release date was moved because we noticed some unit test failures on some of Puppet supported modules when using Facter 4 pre-release.

Current status:

• integration tests for Puppet supported modules that use Litmus and Puppet as a gem pass.
• unit tests were run for 44 Puppet modules and revealed that some modules still use the old Facter 2.x interface which is not compatible with Facter 3.x and cause tests to fail. For example https://github.com/puppetlabs/puppetlabs-stdlib/blob/master/spec/unit/facter/pe_version_spec.rb still uses Facter.collection which is no longer supported.

We remain committed to our initial goal to make Facter 4 100% compatible with Facter 3.  Please note that any assertions or stubs of methods that do not exist in Facter 3  will no longer work when switching to Facter 4.
