Puppet specs and rspec 3

If you're contributing pull requests to the puppet project, just a heads up that we are switching to rspec version 3 on puppet/master (so for puppet 4).

Note that if you currently have an open PR against puppet, it *may* need a rebase and/or an update to pass against rspec 3. In the vast majority of cases, any such update is likely to be mechanical, but of course if you need a hand or have any questions don't hesitate to ask on the ticket or in #puppet-dev on IRC.
