Puppet 7.x branches

Hi all,
Over the next several days, we will be creating `7.x` branches for the `puppet` and `puppet-agent` repos. Please target `7.x` for backward compatible features and bug fixes and `main` for everything else. Pull requests merged to `7.x` will automatically be merged to `main`, so you don't need to file two PRs.
We don't anticipate any branch changes to the `facter` repo, so continue targeting `main` for pull requests.
If you have any questions, please reach out in #puppet-dev in slack.
