Adding fix version on this so we validate Ruby 3 on Windows handles UTF-8 command line arguments correctly.

With the latest puppet8 nightly using Ruby 3.2.1 (built from 7becf965f872954075ac5dedefd66e07652f0e91), it appears that this is no longer an issue (see attached screenshot):

I'm not sure how much it matters that I had to manually set the code page to 65001 or change the font to something that would properly display UTF-8 characters.
