Jira (PDB-4455) Add support for syncing catalog inputs

Add a new sync-entity to pe-puppetdb-extensions to enable syncing the catalog inputs via "replace catalog inputs" command.

Add tests to verify convergence, proper data handling, and proper handling of producer timestamp.
