Jira (PUP-11770) Handle Lint Cops

We need to go through .rubocop_todo.yml and handle all of the Style cops, either by resolving the issues being flagged or by exempting the file if it's not practical.

There's more work to do here, but this ticket is too all-encompassing (also Ticketmatch is complaining that it's still open). Closing in favor of smaller tickets.
