Facter / FACT-2908 On a SmartOS base64 zone, `os.release.*` facts are null

Change By: Steve Mokris Acceptance Criteria: I'm thinking "20.3.0" (found in {{/etc/product}}) would most accurately represent the state of the container, since it's the version of the image this zone was based on.  Also it may be more accurate for the {{os.name}} fact to be "SmartOS", to distinguish it from other Solarises.
