Not sure if I'm going to get to this before puppet 4, so this ticket is a bit of a note to self (or anyone else who wants to clean this up, hint hint

I put in a PR at https://github.com/puppetlabs/puppet/pull/3397 when I noticed that there was only one setting using the 'create' flag (and it wasn't needed).

If we remove that use of 'create', then that enables some cleanup in the settings code.
