In PUP-10298 the yum (and by inheritance the dnf) provider got support for version ranges, but this was not documented and thus is not listed as such on https://puppet.com/docs/puppet/7/types/package.html#package-provider-features

In PUP-10297 the same was implemented for apt, and also not documented.
