Jira (FACT-1884) Add NIM master detection

In order to facilitate work to fix PUP-9041 we need the ability to detect if an LPAR is running as a NIM master or a NIM client.

This is open as a facter ticket right now, as I assume that's where we would add NIM master detection. Move the ticket to whatever project is appropriate if we need to do it elsewhere.
