The Facter configurations in puppet-agent needs to be updated to build Facter for JRuby on debian-11-amd64.

This is only needed for CFacter, which we only use in the 6.x stream.

Ugh, didn't realize we weren't planning to support debian 11 in the 6.x stream for the server, so this was unnecessary. Oh well.

Hi maggie,

I'm going to move this ticket over into the PA Jira project since the work was done in the puppet-agent repository and we'd like this change included in the release notes for 6.26.0/7.14.0.

Please let me know if this is an issue.
