Acceptance Criteria: * Specifying a mode parameter demonstrably sets file permissions (based on octal mode) on Windows.
* An audit of the forge should be done at the same time as an audit of the Puppet code to determine extent of reliance on existing behavior.

Would it be better to put this into a windows-specific epic so we can track these sorts of parity issues more centrally?

I think the FileSystem API improvements epic is fine for now - most of those issues are Windows specific, and there are fairly few tickets.
