BATHINDA (PUNJAB): Visit a town or a village in Punjab, every conversation with the locals has a mention of someone ruined by alcohol here. Everything that Punjab does is in excess. Punjabis buy too much alcohol, buy too many drugs, buy tractors that are not needed and likewise, farmers in Punjab buy pesticides in abundance, making the state highly toxic. 

After Punjabis drinking nearly 29 crore bottles of Punjab made liquor (PML), Indian made foreign liquor (IMFL) and beer in the year 2009-2010, the state having about 2.75 crore people (2.43 crore population as per 2001 census), now they are set to achieve the target of drinking 30.60 crore bottles of PML, IMFL and beer in the financial year 2010-2011. 

The information provided by the excise and taxation department commissioner, A Venu Prasad, revealed that Punjab has the target of supplying 30.60 crore liquor bottles, including 18 crore PML (also known as desi liquor), 6 crore IMFL and 6.60 crore beer bottles, to liquor vends in the year 2010-2011. 

Apart from this, huge supply of liquor from government approved liquor vends, illicit brew, liquor sold in defence canteens and smuggled from neighbouring states (including Chandigarh), for it being low in rate; gives enough signals of Punjabis marching much ahead in liquor consumption, if not in economic prosperity. 

With the present population of about 2.75 crore, Punjab has about 1.50 crore males and 1.25 crore females. So, if Punjabis consume only the state government fixed 30.60 crore bottles quota of liquor, each person in Punjab, including children, elderly, ailing persons and followers of various religious sects, who are required to be teetotaller, require to consume more than 11 bottles of 750ml liquor in a year. 

But in reality, the consumption of liquor in Punjab has risen dramatically as the distillation of illicit liquor is a very common practice in rural areas. 

Though, unauthorized distillation of liquor is a serious offence, in Punjab, where in every election there is a free flow of liquor to attract voters, many villages in the state enjoy complete immunity from any action by police or the excise department against distillation of illicit liquor. 

Some ruling party MLAs from rural background have conveyed police of their areas in no uncertain terms that the police need not enter their village to check distillation of illicit liquor. 

Besides awarding this immunity from police action, some of these MLAs have also put a condition on residents of their native village. The condition is: 'Distill the liquor without fear, consume it as much as you want, but there should be no business of this illicit liquor.' 

About the encompassing and rising liquor and other drugs consumption in Punjab, for the first time, the sociology department of Guru Nanak Dev University in Amritsar had published a study book in 2006. The study was undertaken by Ranvinder Singh Sandhu, a professor of sociology in the university. 

The study book revealed that even minor children of 13 years were in the grip of drugs. It revealed that 40% of the addicts in Punjab were below 50 years and 15% addicts were above 50 years, while a large number of them were women. 

'I have no hesitation in saying that 75% Punjabi youths are hooked to one drug or the other. If this phenomenon continues, a bleak future is staring Punjab,' said Ranvinder Singh Sandhu.

Very informative ,CRRI has done a study on " A comparative study of  Psychomotor Impairments among Alcohic and Non Alcoholic drivers" .Report has been published in August 2008 in India Highways.

Good to know about the remarkable work which CRRI is doing in the field of road safety. It would be nice if the same published paper shall be shared with other members of this group.
