You can use haproxy or nginx to loadbalance Punjab. There is not much documentation on it.

This is not actual clustering, the link talks about load-balancing the traffic between multiple independent Punjab servers. And that too will work only if we use ip_has for sticky sessions. I want clustering of Punjab servers so that they know each other so that even if one Punjab server is down, other Punjab server could use the user session that was there on down Punjab server, to continue communication with ejabberd node without user having to reauthenticate again.
